Food for thought:

The 2010 U.S. CENSUS applies to RESIDENTS only as stated on both their short and long forms.

A Man or Woman is not a RESIDENT.

Resident is also the agent of a corporation

When looking at the CFR there are only 2 classes of people
Resident aliens and non resident aliens
