Is Covenant Marriage legal in all States? What is exactly the "protocol" for it?

It can't be considered "Legal" but it is "Lawful" which is way more important. Check out this site: http://familyguardian.tax-tactics.com/ on the left hand side is "Sovereign Christian Marriage" that can be downloaded. Under the Topic "Income Tax and Other Freedom Forms" are other pertinent information.
