Something for you to consider...
I would summarize one of the points of the discussion thread found here:

...as, US Notes (lawful money) are now masquerading as FRNs. It's not the nature of the note, but the nature of the redemption of the note that converts it into lawful money.
I don't know, but I've read that when people go in to redeem FRNs, they are handed back FRNs (that the author of the thread proposes are US Notes in disguise...mind over matter, eh?).
Additionally, the above linked thread points out, this page on the treasury web site:

...states (last sentence on page)...

Does this mean the physical (cloth) FRN can be used in place of a US Note? If it is properly redeemed? Or does this say that US Notes are no longer in circulation? Is that colorable, or what?! You decide.
I do regret Acadian's thread being hi-jacked. Can these posts about redemption of public money be moved to a new topic?
Anyway, I'm sure if you read the linked discussion thread you'll get a much better explanation than I'm able to provide.
