I am working with the author of a jural society handbook to put it online. Right now I have JPG scanned images of the original book, which no longer exists! I have began uploading the JPG files. My internet connection is VERY slow, so it will be a few days before all pages are on the server. Currently up to about page 25 is accessible.

Then I will begin the task of converting everything to formatted text so the whole book can be downloaded in a small file.

Addendum:

Access is by invitation only. Those who frequent this ecclesia group are invited to register if they are willing to help with the project and pledge to help with transcription and proofreading.

I found the following after some search which might help:

MEMORANDUM ON GRAND JURIES RIGHTS & DUTIES

The Grand Jury has the Right to be informed of their Rights and Duties which include, but are not limited to, the following:

(1) The Right & Duty to hear complaints directly from citizens, and not just through the U.S. and District Attorneys (Miller v. Smith, 12/18/81, West Virginia Supreme Court of Appeals, see vol. 30 of the Criminal Law Reporter of 1/27/82, page 2319).

(2) The Right & Duty to conduct an investigation of anything they please, whether the U.S. and District Attorneys agree or not; and to raise money (donations, etc.) to finance an investigation if the U.S. and District Attorneys will not allocate the necessary funds to conduct the investigation.

"The Price of Liberty is Eternal Vigilance".

Price: "what must be given, done, sacrificed, etc., to obtain a thing".
Liberty: "being free from captivity, imprisonment, slavery, or despotic control".
Eternal: "that always (has existed &) will exist".
Vigilance: "watchfulness, alertness, or caution".

Democracy:
"demos": people (Greek)
"kratos": rule (Greek).
"The form of government in which the sovereign power is in the hands of the people and exercised by them directly or indirectly".

Three Arms of Democratic Government:
1. Executive: "the person, group or branch of government that has the duty, and the power of putting the laws into effect".
2. Parliament: "from the French word parlement, meaning a discussion or debate". "a council or congress that is the highest lawmaking body in some countries".
3. Court: "a place where justice is administered". "an official dispute-resolution body presided over by either a magistrate or judge".

Trial by Jury:
Trial: "the act or process of trying or testing".
Jury: "a body of persons sworn to render a verdict on questions submitted to them in court of justice".
Justice: "the protection of rights and the punishment of wrongs".

Thomas Jefferson said: "I believe trial by jury is the only anchor yet imagined by man which can hold a government to the principles of its constitution".

Sir William Blackstone said in the 23rd Chapter of his "Commentaries on the Laws of England" entitled "Of the Trial by Jury": "the more it is searched into and understood, the more it is sure to be valued. And this is a species of knowledge most absolutely necessary for every gentleman in the kingdom: as well because he may be frequently called upon to determine in this capacity the rights of others, his fellow-subjects; as because his own property, his liberty, and his life, depend upon maintaining, in it's legal force, the constitutional trial by jury.".

Lysander Spooner said: "It is not only the right and duty of juries to judge what are the facts, what is the law, and what is the moral intent of the accused; but that it is also their right, and their primary and paramount duty, to judge the justice of the law, and to hold all laws invalid, that are, in their opinion, unjust or oppressive, and all persons guilltless in violating, or resisting the execution of such laws.".

After many months without personal Internet access, I just got a laptop computer and broadband wireless Internet connection that I take all over the country in my journeys.

I am resuming work on the Jural Society Handbook. Please note that the jural group has moved to http://groups.yahoo.com/group/GuerillaVille

If you follow the old link you will be signing up for the defunct old group that I cannot administer due to a lost password.

After signing up and membership approval, users can log in and download the draft of the handbook.
